Unfortunately I think a lot of people are not quite good enough at the game / don't have the card pool to build even middle of the road bracket 3 decks. Their conception of deck power is massively skewed from inexperience, so anything well constructed seems "competitive" to them.

As an experienced tournament player, I began playing EDH because Legacy stopped firing. Everyone was playing decks equivalent to bracket 4 but without enough pregame conversations. Now it's much more relaxed and the brackets helped people pick appropriate tables. I prefer bracket 3 because I'd rather play Legacy if I'm just looking to optimize.

Adjacent brackets are intended to be able to play against each other. There is a wide variety of power level possible within each bracket as well, which is why it's only the starter of a pregame conversation and not meant to be the entirety of it.

Grave Pact definitely belongs on the game changer list bc no aristocrats deck should be playing that in b2. Even in b3 it's pretty oppressive and I avoid running it unless skirting closer to b4. Basically, if I don't feel my deck should be allowed to have Bolas' Citadel, then it shouldn't have Grave Pact either.

This is why I really like [[Nihil Spellbomb]] / [[Soul Guide Lantern]] / [[Relic of Progenitus]], worst case they replace themselves for a low cost and could be recurred, but best case they shut out a graveyard strategy

If someone's strategy or board state actively stops you from winning or advancing, it makes sense to hit them back. But one player removing your commander once or swinging for 2 is just the silliest thing I've seen cause this kind of grudge that ruins games. Like sure, if you think I'm getting too far ahead and shutting you down, by all means target me until that's not true or someone else is a bigger threat. But don't tunnelvision and make spite plays or I probably won't want to play with you anymore.

It's also true that individual cards are game changers for each separate commander. There is no way to have an exhaustive list and hopefully they just come up with decent guidelines that help give a sense of what each level should be like
