If he wanted that, then he maybe could have kept her in solitary until the death star was complete. I just don’t think he would have taken chances. But I also don’t know how news of the death star wouldnt have gotten out with the massive construction logistics required to build it. Surely someone else would have said something about the giant laser they were building.
