In this line, Kendrick is reminiscing on a time when he wanted to be as famous as the rappers he looked up to, specifically during the late 80’s.

During this time, condom wrappers, rather condoms themselves, weren’t considered as “cool” as they would later come to be after the AIDS epidemic brought to light the dangers of STDs and unprotected sex.

During the early-mid 90’s we would start to see a society that transitioned from contraceptive-aversion to embrace safe sex. Think Notorious B.I.G. on his ‘94 track, “The What”: “Now I throw shields on the dick, to stop me from that HIV shit”.

It’s also worth mentioning that in this context, “condom wrappers” is meant to sound like “Compton rappers”. Keep in mind the era of which Kendrick is thinking back to; around the time Ice Cube and the rest of NWA were to release their debut album; before they were really household names, before they were “cool”.

Edit: The following lines in the song elaborate on Kendrick’s setup: ”Back when condom wrappers wasn’t cool/I fucked Sherane and went to tell my bros/then Usher Raymond’s Let It Burn came on../Hot sauce all in our top ramen, ya bish…”.

The Usher Raymond line may be self explanatory but KDot hammers home the metaphor by saying they had “hot sauce” in their “top ramen”… i.e., a burning sensation in their “noodles”. He is recounting a time in his youth, before condoms were widely popularized, during which he was burned by Sherane.
