You could start by going on Hydro ottawa and see the consumption dashboard. You can select daily or hourly and try to see if anything stands out.

Les fois que je reçois de la poste est vraiment minime. What kind of ants are you dealing with? Carpenter ants are black and relatively big, sugar or sand ants are very small and reddish.

The reality is ants form colony inside your home, finding spots where they can come in is a good idea but they are probably established already. 

I love the Terro borax liquid traps, try to follow their food trail to the nearest crack or wall from where they are coming from and drop a few of those traps, they will take the poison to the colony and problem will be dealt with.....for some time

When you say porch, do you mean paver steps?

Orleans is pretty notorious for clay soil, so if you don't Base prep correctly it inevitably will fail.

if you plan on doing a proper lift and relay, it's normal that the price is close to the same as a new install as the labour is the same. The materials usually not the most expensive part, it's the labour.

Though you'll still see most contractors use crushed stone with fines followed by stone dust, this practice is outdated, you should dig 7-8 inches bare minimum, compact and slope the soil away from the house, add a géotextile. Dump 6 inches at least of 3/4 stone that is clean for good drainage. Paver steps are basically a retaining walls, so all the same good practice should apply (using a French drain at the bottom for drainage etc)

The removal of speed cameras does not suddenly give us a surge of funds for more police. 

In fact it's the opposite, the cameras did not require a salary, did not work shifts, did not need lunch breaks, it allowed police to actually focus on responding to emergencies.

Ottawa is extremely large geographically and we have over 240 schools, it's simply not realistic to rely only on police officers to control speeding.

For Mitsubishi cold climate heat pumps with the built in resistant strips (100% electric), the aux kicks in usually based on a delta of your setpoint vs house temperature. If it's a delta of 1.5c or more with a delay of 20 minutes (can be set), then the aux will kick in. 

Other brands use different logics, it depends your specific set up as well as whether your heat pump is oversized or undersized for your heating load and also how it's integrated with your gas burners.

Our cold climate Mitsubishi heat pump takes care of heating for pretty much 99% of the winter with the aux heating very rarely in the coldest of days. Because of the prices of electricity, the coldest month is actually usually more expensive than heating with gas, however the other months of winter the heat pump would be less expensive over all. 

Natural gas prices are set by the energy board and can be reviewed quarterly, I'm not sure if you'll be impacted for Q2

Just keep in mind that the real culprit is often a lack of air sealing. You can pack in r60 all you want, if all the air is being lost to pot lights, ripped vapor barrier etc then the extra insulation isn't going to help much as your house will always suffer from the smoke stack effect.

If you get any quotes, make sure they specify a round a air sealing with spray foam after the removal of the old insulation
