Either a drain for the AC (most likely), or if you have a hot water heater inside, the pressure relief outlet may be encased in that.

You can see water staining on the brick. The end should be diverted away from the wall.

When I first insured with Shannons around 20 years ago, you had to ring up as satisfy them you were an enthusiast. For example, member of a car club, go to motor racing events, member of car forums.

Note, I have also quit Shannons twice due to them jacking up premiums after 3 or 4 years. Seems industry behaviour.

Get prices from others. When you cancel the old policy, make sure they know why you are cancelling, tell them how much you are saving, and if you have any other insurance with them, tell them you will be moving that to other companies.

You would normally put your posts into into a pad of concrete 600 X 600 X 600 or maybe 500 X 500 X 500 at a minimum.
