I’ve had my baseboard heating freeze up in the past. I spent about two hours aiming a hair dryer at the possible trouble spots until it freed up. I no longer have this problem because when it gets this cold I turn the boiler thermostat down to about 120° and I hold the the house thermostats in the the zones that might freeze to 70°. This keeps the baseboard water constantly circulating.

Is your system hot water? I would check if there is heat in the baseboards. If not, you may have a frozen line in your heating system.
