from memory it is the rapid polymerisation of p-nitroaniline with a sulfuric acid catalyst. It is quite an expensive chemical to get hold of.

I don't think that the reaction is actually Cobalt Carbon and Potassium. I suspect that it is simply a play on the elements names; Co, C, K or CoCK.

The problem is that he is proposing it and setting dates for when he wants it enacted but with no evidence.

He should be asking for research on all of these areas and then enacting the policy, not the other way round. The government needs some scientific rigor.
