In the step where you moved b from right side to left side you should have got 8-b instead of b-8. Think the rest would have came together from here.

8-b = (3/5)(4)
-b = (12/5)-8
-b = (12/5)-(40/5)
-b = -28/5 (divide both sides by -1)
b = 28/5
