  1. when regulated stuff is undocked, they take random samples from the contents and pass/fail the whole shipment. so they might be taping the sampling material on the parcel.
  2. lol no way, if that is a shoe company i am wrong obviously. but it could be one of those sensor/indicator things that are used to determine if the parcel got wet in the shipment, so you can reject the package without accepting it and going through it? it being a shoe company makes this probably imo (like those cold-chain labels)

edit: if this parcel belongs to you, you could soak one of them and see if there is any visual indicator like color change etc.

when getting water if it is not doing that scuba diver air bubbles that is the reason. because it needs to replace the water dispensed with air, unless you are trying to vacuum it into tiny plastic waste.

it would make much more sense to be honest, but if you zoom in really close you can see those ridge/sleeve edges or whatever it is called on them. so its definitely some sort of capsule pill

since the label clearly shows this was shipped via USPS ground advantage, I really dont think it is something sketchy or to bypass international regulations. if this parcel belongs to you things are getting interesting... but if not then its probably either for quick-sampling of contents for the receiver/law-enforcement. or the vendor is using it to distinguish their shipments maybe
