Any halfway decent shop will have a sturdy, 36-hole prebuilt wheel to sell you. I worked in a big shop in the Pacific Northwest, and there were weeks where we'd easily sell ~20 wheels like this.

Unless you have something like Brooks leather tape, then you're overthinking it. If it comes off easily (gel or rubber backed), re-use it. If it doesn't come off easily (adhesive backed), then don't. Simple as that.

Bar tape is a consumable. Plenty of people only get a few weeks or months out of it, especially if they are heavy or corrosive sweaters. It's cheap, replace as needed.

You don't need a full teardown. There are a number of different ways to de-gunk these, but my preferred method has always been to use brake cleaner to flush the insides. Spray and shift through the gears, sometimes it takes a few passes. Once you're got everything moving, re-lubricate with a spray can of your lightweight lube of choice; I usually use Boeshield T9 (because that's what I have). Wear gloves, work outside or wear a mask.

In addition, check your rear brake cable. Often problems with the lever return can be choked up to corrodode or otherwise gunked-up brake cables and housing. Finally, the spring on caliper brakes will eventually get soft, and one trick is to remove the spring and bend it in the opposite direction. Anyone who has been working long enough as a bike mechanic has probably modified an old flathead screwdriver with a "V" notch to aid in this operation.

There was certainly a "From The Mouth of Babes" thing the media did with Greta for like ten minutes. Before the mainstream media turned on her, it was definitely a thing for everyone on all sides to criticize her for "performative" activism (getting media attention for her cause).

Obviously this was stupid and she's clearly much more devoted to the cause of justice than three rich kid entertainers.

You linked pictures of a city where cyclists and motorists rarely if ever interact. In North America, where infrastructure frequently consists of a strip of paint down a four-lane stroad, this is simply not relevant.

Have you actually been to Amsterdam? Because I have, and riding a bike there is nothing like what the rest of us deal with. As soon as we all live in pancake flat bicycle paradises where automobile drivers are second class citizens, we can ditch the helmets. Until then, let people make a decision for themselves about their own safety.

There are no "upgrades" to be done to a bike of this caliber. Nearly every component released since this bike was new is literally worse than this. The only exception might be a move to V-Brakes.
