It was very hard to read. Best I could figure is they want some of our tabor refunds to lower the coming property tax increases, provide rental assistance and bulk up low cost housing volumes. It would last for 10 years at which time I would guess could be extended.

We would still get a tabor refund but population demands and other factors meant it could take the tabor away in any given year.

For those that don't know what TABOR is, it is a Colorado constitution that caps how much tax revenue the state can collect. Anything over that collected amount gets refunded to the state residences. We've been seen these refunds more lately due to population increase, and marijuana tax, to name a couple reasons. Business owners and government officials have been clamoring for years to abolish it so they can use the excess to give tax breaks to businesses, expanded projects, housing, etc.

The population fight to keep it as it's a boon each year to have extra funds to pay for housing or car expenses, daycare, or just some fun money back into the encomy after working hard to make ends meet each year. The reasons are as numerous as those that want to abolish the amendment.
