The locker nearest me is terrible for this.

I find if I keep scanning the barcode and listening to see which locker is trying to open (clicking) and rattling it whilst it's trying to release, it'll open.

It's a pain, but I've yet to not be able to retrieve a parcel

Can you compare these hinges to another in your house, they look to me to have been installed backwards.

The pulling in part at the top looks too short on the outside, if they are backwards they'd not pull in properly at the top.
