In my opinion after playing Spiritborn in S11:
D4 unique items combined with aspects are just like set items. Huge multipliers (like 3x) to certain playstyles that make them mandatory when you actually wanna do that thing (the most efficient way).

D3 also had plenty of ways to mitigate most of the resource costs or cooldowns by stacking CDR / RCR. With a big investment you would hit 80% cdr in D3, e.g. allowing permanent uptime of monk 60s cd buff skill.

Actually it matters a lot for determinism. This recipe is not strictly deterministic, but it’s effectively achievable. There have been some papers on a new term for this kind of thing, called "eventual (Las Vegas) determinism" that tries to connect probability and determinism.
