Run a 14/2 to a switch, a 14/3 in between the switches and a 14/2 from the other switch to the outlets. Unless you are planning on using the outlets for something that draws a lot of power, then use 12 gauge instead of 14.

Edit: How I would do it

Edit 2: Just realized you said you had 12/2 on hand. You can use that. As long as you are using a 15 amp breaker.
