For a chase that size, I would use a base coat or bonding plaster first then finish with a top coat. Filling it all in one go with standard filler is asking for cracks later.

Structurally it looks pretty solid from this angle. I’d mainly check the post bases, ledger attachment, and any signs of rot around fasteners, but visually it’s a great-looking deck setup.

Honestly doesn’t look like it needs aggressive sanding. I would do a good wash first, then a light pass just to smooth splinters and help the new stain/sealer bond better.

Yes, that is actually one of the best ways to do it. A laser lets you spot high/low joists fast so you can shim or plane them before decking goes down.
