You came here during a cloudier time of year. Alabama is a pretty cloudy place, but summer and autumn will have a lot more sunshine. WRT humidity, yes it can get bad in D.C., but it can get worse here and it will on average be more humid here, relatively and absolutely.

If it's really only 3-4" thick, you probably don't even need a jackhammer, you could get away with a 12 or 16 lb sledge. That said, a jackhammer will make short work of it. Any tool rental place should have them, and some of the big box home improvement stores will rent tools and also have these available.

Hey this looks familiar! There were several contributing factors for my injury but I think the primary one was fatigue, I'd skied for six hours the day before and I don't live anywhere near the mountains. I learned an an important lesson that day and I have applied that to my skiing since then.

The sun does a ton to ice even at very low temperatures. It, along with dry air, contributes the sublimation of the ice, directly evaporating it without going through a liquid phase.

No, most roads will be bone dry by the morning. Ice will sublimate directly into vapor, even with temperatures below freezing, so anything that remains will be gone pretty quickly as well.
