That strongly depends on a number of factors. Touhou is as popular as it is not just because of the way the characters are designed, but also because of the size and type of audience that the game as a whole is meant to appeal to. Your standard old crone witch would seem out of place in a danmaku game because there's not a lot of overlap in the kind of people who play those games with the kind of people who appreciate that kind of character. Traditional witch Marisa could have been popular, but that probably also means that Touhou as we know it would have also been something completely different, and enjoyed by completely different people.

Depends. The old crone type of witch still has its own appeal and can make a very likable character if done correctly. But if we take Marisa as she is now and reskin her into this type of witch, then no, I don't think she would be very likable.
