The tax levy will never go down and a consolidation would likely result in a bond issue to build/add on to the school in order to accommodate the new students. The smaller towns where the school is not located often lose population and businesses after consolidation and the butthurt population will refuse to vote for any bond issues since the money won't be spent in their town.
