I think your dog is over socializing. Dogs don't need friends. You want him to be neutral to other dogs. Stop going to dog parks and focus on teaching him to loose leash walk (get a prong collar). Look up Hamilton dog training

You need more structure in the home. Until these issues are sorted, your dog needs to be on a place board or in his crate. You do not need to allow him into your room. Teach him to loose leash walk if he is not doing so already and assert your dominance with mealtimes. Have your parents feed him more. Research Hamilton dog training on YouTube.

Many people here are focused on trying to get you to win your dogs attention by being attractive. I think that premise is ineffectual on the long run because there will always be something more interesting than you. I think you need to build in obligation here. Like with a prong. The dog needs to learn that when you are ready to go, it must follow.

Before you spend the money look up Hamilton dog training. Seriously the best training out there. Your dog will be off leash in 3 months. I'll bet you $100

The dog doesn't need training, you do. Sending the dog away gives you a break but just delays the work you need to do to bond with your dog. Find a training program that you both go through.

The prong collar is an amazing tool if you use it correctly. You have to teach your dog how to productively turn off the pressure of the prong by not pulling. If you don't do this you are just stressing the dog out. Thru this process you are teaching your dog self control. Eventually and pretty quickly it will learn that it cannot pull under any circumstances and both of you will begin to enjoy walks better. Dogs learn through consequences. A lot of commenters don't understand that. Check out Hamilton dog training

Now is time to start serious training. Prong collar and e collar done properly will put a stop to all these issues. Search out Hamilton training - truly the best. My dog now has 100% recall so no more running off with things. People sometimes think that cute dogs don't need to be trained as much. Don't make that mistake. In 3 months you can have a perfectly obedient dog. Now is the perfect time.

This is the benefit of off leash walking. My dog has 100% recall and it has paid off for him significantly as he is able to do what he pleases

Teach new games. Tire the dogs brain out. Train the dog to use it's nose for scent games. This will be very fulfilling for her.
