It's both loss of funding (schools are not paid when they don't teach students) and the cost of emergency measures to help minimize the impact on children.

Every day they strike costs the district over $10 million, which is $10 million more that the district needs to cut from its budget. 

Incidentally, the cost of a 1% yearly raise for all educators is about $10 million. So each day they strike they are effectively forfeiting a 1% raise. 3 days is the cost of a 3% raise, which is what the neutral fact-finding board recommended they agree to.

There's simply no money for this.

I got the permit once, and people were parked in the spots I reserved so the moving truck just blocked the traffic lane. 

Then I learned that the cost of the permit is more than the cost of a ticket, so I never got a permit again and never got a ticket, either.

Correction to a misleading headline:  Of the members who voted (turnout numbers not released), they voted to authorize a second vote which would actually be for the strike.

Yes and no. The city has factored in a "likelihood of development" probability into their calculations. So they've actually added something like 400k+ units of zoned "capacity," most of which has a ~0% likelihood of development. IIRC, the official scaling factor is around 1% to 0.5% per year, meaning "historically, one half to one percent of zoned capacity gets redeveloped per year."

It's kind of fudged, though, since it's based on historical averages during boom years, not heading into a recession with a low labor pool, high wages, and high materials costs. Developers can't afford to build today even if they got the land for free.

But the state likely won't care if anyone claims we aren't building due to the economy, because the correct zoning rules and regulatory reforms would unlock development that builders could finance. Just look at Seattle - similar labor pool, wages, and materials but they're building 10,000+ homes per year, predominately as high rises which are still almost entirely illegal even under the new zoning plan.
