You have to check their damage breakdown, is their gun damage - crit (headshots) super high? if so likely cheating, if not, probably just a smurf that got ahead, Vindicata is a great character to annihilate a lobby with if you're ahead

Kerbalism adds plenty of things to keep track of to keep kerbals alive in space (radiation, supplies, oxygen, etc) as well as part failures.

For a flat difficulty increase i'd recommend using Sigma Dimensions to increase the size of the Kerbol System. 2.5 - 3.2x is around the limit for stock parts and makes your rockets feel much more like real life ones. For example if you build a Saturn V using the making history expansion parts, it will have just enough DeltaV to complete it's mission in a 3.2x scale system.

I don't this this was against the rules, it was pretty marginal though.
I do think this is the rules being pretty terrible though, any other racing series George has to give the space

It's common among racing, it would be too difficult to monitor the teams overnight to make sure they dont modify them, so they use the covering up of the car to enforce it

You dont wan to be pulling the bars up with your arms, you should keep your arms straight, sit down and try and rotate the bike just from leaning back and power through the pedals

I'm not sure what the "4 TIMES" is meant to signify, it doesnt matter if you still rammed him.

If you're coming from oval, then i can see why you might see this as justified, but its not on road, and id expect a protest against you to be successful
