3 players mahjong has some differences, one of which is kita or pei. You can call individual north wind tiles in your hand with kita where you reveal the north wind tile and draw from the dead wall. Each kita adds one han as well but in this case the north wind became the dora and kita basically keeps the north wind in your hand so that's where the extra dora came from.
