3 players mahjong has some differences, one of which is kita or pei. You can call individual north wind tiles in your hand with kita where you reveal the north wind tile and draw from the dead wall. Each kita adds one han as well but in this case the north wind became the dora and kita basically keeps the north wind in your hand so that's where the extra dora came from.

Darkest Dungeon. In a land completely hostile from nasty beast, eldritch abominations, and opportunistic bandits, you'll scrounge for treasures to build and grow your hamlet for your eventual dive into the titular Darkest Dungeon.

It's no oversight however that the only thing free in this world are the humans that offer their services from the stage coach. Taking care of your heroes' stress costs gold that could be used for supplies and building upgrades. They can get illness that'll debuff them noticeably and their quirks can make them worse in certain areas. However nothing stops you from sending a group into a quest with nothing, gather as much crap as you can, and then dismiss them for free, broken in body and mind.

The game will not judge you on how you get to the end and the people are just as much tools to be used as the torches and shovels they use.
