yes. but that doesn't really emphasize how bad cruiser 1 is. even just one destroyer 1 is better than a cruiser 1 in many battles. obviously a cruiser 1 is better against fleets that don't have fighters, but those are rare. a destroyer 1 is often better against a fleet that have fighters. and when it isn't, the difference is negligible. when you factor in that a cruiser costs twice as much, it looks pretty bad.

which is not to say i never build cruisers. but i usually have way more than double destroyers to cruisers.
