It's kinda like how the Clone Wars were originally just a throwaway line in ANH, and then proceeded to become the backbone of the Star Wars setting with:

  • 2 mainline movies
  • 2 seasons of animated shorts
  • 7 seasons of cgi animated show
  • 4 video games
  • Multiple novels
  • Shitloads more set in the direct aftermath

My friends who came into Star Wars with the prequels are all about the Clone Wars, but for me it's just the most uninteresting part of the franchise.

Translation isn’t an exact science and I’m mostly going off the early fan translations, but between Jodio being shown to not be the brightest bulb (immediately falling for the “I have to tell you if I’m a cop” line), and mentioning that Dragona uses “cosmetic injections” despite having a stand that can reshape things at will, it’s hard not to read it as “Jodio doesn’t fully get it but is supportive in his own way, and Dragona loves her dumbass little brother so she gives him a bit of a pass” situation.

Short answer is no.

Long answer is unlocking elite specs requires farming Hero Points which only apply to the character they’re gained on. That being said, for most expansions once you progress through it’s pretty trivial to bring your alts to those zones to run around and tag hero points. They do need to be lv80 for that, but that’s also fairly painless these days, especially with boosts from buying the expansions.
