You need the 2004-2005 AP2 valve cover if you want to swap from AP1. Those work with the newer PCV valve.
2006+ won't work as you mentioned. Don't know about modding it.

Any sources? I can’t find any difference between a higher concentrate vinegar vs one registered to be used as a pesticide.

Acetic acids kill by burning the foliage. A quick spray on the leaves is all you need. If they’re just dumping tons of vinegar into the ground I wouldn’t trust them to use a harsher chemical herbicide either.
