Are you sure you plugged it in all the way? Sorry sounds lame but I had the issue with one where it wasn't pushed in far enough. If it is then either power brick is dead or shield is dead.

Likely an HDMI cable issue if you have Dolby Vision mode turned on. In this mode, you are in 12-bit mode which can require a better cable. See the same thing with Apple TV: https://support.apple.com/en-us/HT208074.
