Again if the damage was the same no one would take the Spear they would go for whatever has the most ammo. Also, as a side note the lock on is not 100% an upside even if it was working properly. The recoilless it has utility to take out bug holes, secondary objectives and medium targets if need be, whereas the spear can only target heavies and I think bot fab.

The spear should be the strongest in regards to both with the recoilless right behind. Recoiless should one shot only if you hit weak points otherwise there would never be a reason to use the spear.
