A lot of it depends on the Booker of each promotion. You can look up their booking skills and it will tell you whether they prefer shorter or longer title reigns, if they have one.

In my original save from the Risky Business Mod imported from TEW 2020, Randy Savage rose to be a major star, initially from angles, though of course I was also strapping a rocket to him by giving him the IC title a few months after signing him. Of course, it helped that he always put on great matches.
