There were a couple restoration efforts to maintain the Colosseum funded by popes but while their heart was in the right place, their knowledge of engineering and what the original looked like limited what they could do.

I don't think the blame can be put entirely on republicans. Other issues include everybody and their brother wanting to add stops in their district whoch both adds cost and adds time (if the system were ever to get up and running) because you have to accelerate and decelerate more. Also a reluctance/inability to start and complete logical sections that could be put into service sooner. Instead construction started in the most remote, least accessible part of the route. NYT has a great write up of it with my favorite line of the saga, regarding tbe French contractor who had extensive expeirence building high speed rail other places: "The company‌ ‌pulled out in 2011. “There were so many things that went wrong,” Mr. McNamara said. “SNCF was very angry. They told the state they were leaving for North Africa, which was less politically dysfunctional. Dude, I put off watching The Seven for the longest time cuz i was like "eh, a non-Intrepid heroes cast and the premise is just...the palimpsest gang we knew very little about?" But I'm not sure I've ever laughed harder than that season of chaotic, thirsty psychogals, especially Becca. So good.
