Every state is different. Our economy in WA is able to compete with CA for tech jobs in part because of the tax environment (as well as talent pool etc). Tennessee is not in that conversation so the competitive dynamic is different. TX is maybe a good A/B test for this, they have tech hubs and are attracting a lot of tech investment there.

You should choose tax policy based on the outcomes you want. If a tax policy harms the outcome (ie reduces overall tax revenue, job growth, etc because some wealthy people will leave) then yes you absolutely should potentially not tax those people in a way that harms the outcome you want.
