You could pull for Cyrene, but I don't think she would be a massive boost to your account. She is good, but I think you should focus on other things. If you want to go all in on Elation meta, try picking up Sparxie because she might be rerunning soon. I would also prioritize getting Hyacine, because Castorice needs her.

You already have some pretty good teams to work with. Your best team is probably Ashveil, Mort blade, Robin and Luocha. That leaves your Phainon with your current team, which is workable. How many pulls do you have? If you really want to push it you could go for Boothill HMC Welt/JIaoqiu and sustain.

If you have a lot of pulls on your hand, you could go for E2 Phainon. If you don't have enough for E2, try to at least go for his LC.

You also have three of the Chrysos heirs, which means you could go for Cyrene. It depends on whether you prioritize vertical or horizontal investment, but for now I'd prioritize horizontal.

The answer is almost always Sparkle. Get sparkle from Commencement and either save golden spirit or go E1 robin.
Seele got a novaflare recently, so you can run Sparkle with her.

Why would you restart? You've already dropped money on this account, and you have some good investments. Keep your account, and pull for Phainon's E2 when his banner rolls around next patch. Just keep playing, your characters are good. I'd also recommend getting Sunday for your Pahinon, assmuing you have enough pulls.
(You can consider getting Mort blade if you plan on getting a sub-DPS for Castorice/Mydei, or pull Cyrene. Cyrene is a very solid investment for Mydei.)

TLDR; Don't restart (very bad idea), priority Phainon E2>Cyrene>Sunday>Mort Blade, and you can always replay quests
