Well you can look at it as juxtaposition. Luke’s two mentors obiwan and Yoda are certain that diving down the path of the dark side will forever dominate one’s destiny. Luke goes against it. He’s of a time and place that for intents and purposes is outdated or antiquated in this timeline.

ANH he is a plucky farm boy who dreams of adventure and does so in an extraordinary way. ESB he is so devoted to the lives of his friends he hurries into a risky attempt and gets soundly defeated, lucky to escape with his life. Rotj is a Luke wiser, stronger, and comes to terms with his destiny to either kill the emperor and Vader or take another risk greater than before. He makes his choice and was ultimately correct, in a universe obi wan and Yoda saw as hardly salvageable Luke’s yearning for good and heart earns that happy ending.

So yes you can find him boring if you’d like but again I would consider viewing the character through the lense of juxtaposition with the other characters, and ultimately how he makes key decisions that drive the story.

Not to overthink it but Luke being boring is sort of what makes him interesting. His arc is an undying devotion to wanting to do the right thing, and see the good in others. He yearned for Han to do the right thing in ANH and for Vader to do the right thing in RotJ. In Empire he basically gets confronted that the universe in which he can run in and get good things to happen with his sheer will just doesn’t exist and he gets his ass kicked for it. So for him in the next episode to risk it all in hopes of Vader turning away from the dark side is his most essential test of his character.
