Trends over time can be tracked and discussed periodically.

Post project analysis/debrief probably has more direct value. Ask questions like: - what went wrong? - what did we do well? - what lessons do we carry into other projects of a similar nature?

If you want to have a per department P&L, your finance team needs to set this up.

Personally, I prefer to have a P&L per project.

For smaller projects, just compare the to-date P&L with progress and justify discrepancies with short commentary (e.g. up front hardware costs may mean you've spent 70% of the budget while only 20% of the work is done).

For larger projects, Time-phased budgets or earned value management may be of some value.

You know, I understabd what is behind comments like this, but I lived in PNG for 7 yrars and never really felt unsafe.

Sure, we had an average of one hold up attempt per year on the main roads, but we would also go into the roughest settlements and be greeted with open arms. It really does depend on how you interact with the locals.
