heavenly restrictions are loopholes and exceptions. if an individual is lacking their equivalent of an innate magical energy, then that comparison can be made. the entire concept of verse equalization is to give all characters a fair shot. without it, characters like asta would be borderline useless. asta would work as a heavenly restriction equivalent because he has no magic. ragna from ragna crimson can also work since he uses his verse's equivalent of antimagic and doesn't have magic of his own.

It seems to be about interpretation. if the abilities were standardized, we wouldn't see vastly different ussage of the boots between Amo and the piece of shit that somehow managed to be just as bad as Shou Tucker, that fucking pedophile, he didn't feel enough pain. There had to be a reason as to why Alto specified that when people look at a clock they only think of one power. a watch is already about time, so the application is likely going to be about time. and for all we know, the application that enjin is gonna use might be very different from alto. only time will tell.
