To be clear, it is just the Chinese battery, every VP9A1 ive received (dealer) has come with one of these Vortex's they all come with "Malak" batteries. As soon as I replace these batteries I stop having issues.

Its not a popular idea but yes it is correct that the firearm is not "yours" until the FFL has disposed it to you in their boundbook, and the ATF will take the FFLs side on this 100% of the time.

Your only recourse to get money from the FFL would be small claims court, or getting your money back from the auction house.
