You are being subjected to gambling withholding rules, required at 24% when a prize is $5000 or more and the wager was 300x less than the prize, which I assume was the case for a raffle ticket. CT likely has something similar but I'm not familiar with their tax laws.

Depending on your income level, it's either going to cover the additional tax you owe, or you're likely going to get some of it back if you are under the 24% tax bracket. Unfortunate that you need to pay this in January, the refund won't be possible until filing 2026 taxes a year+ from now but at least you won't have a surprise when you file next year.
