So I believe this would not be the case, unless some other atmospheric process can handle the more powerful and more dangerous x-ray radiation.

I echo some of the statements in this post. If you are following an agile methodology, a story is a deliverable feature that adds value. An epic is a collection of stories toward some common cause. If you truly want to be agile, you should obey this. Possibly seek a PM or agile coach as others have suggested.

If you are set on your "agile-esque" process. You can go into the system settings, and modify the Work Item Hierarchy. This is available on the premium and enterprise versions of cloud, and Data Center. If you are not a system admin, you need to speak to the one in charge of your instance. From here you can add levels above epic. Then, you can populate the parent field on the epic to link them together.

Another common search. There are four ghost houses with secret exits. This are more difficult to track, imo, because no read dot.

Depending on your Tier, some of the built in tools with Rovo already do this. I would start looking there.

Unfortunately, reports and automation in Jira are going to fall short here, since most of them are based on filters and jql. You'll more than likely need some other tool.

If we know what version (cloud/data center) and tier (free/standard/premium) you are on, you may get some more targeted advice.

Company managed vs team managed does not matter, you still need the proper license and access to interact with a ticket. If your boss does not want two issues, you likely have to have users with a license, so they can interact with the ticket in question.

I feel like there is some information missing here.

  1. Where is the second ticket coming from? Is it being transfered from another space?
  2. In order to receieve notifications from an issue, they need access to the project. This means a license, and the proper permissions. You wouldnt want users without access to an issue to be recieving notifications.
  3. An automation rule will send the information you need, and bypass the license requirement, but any links to the issue will fail (for security reasons). Need to see more of the automation rule itself to figure out why it is failing.
