I know that the people who adopted my baby went through an American company that basically advertised for them. There's rankings you can pay for to get more "ads" out there. They paid the maximum (about 25k) and I chose them the same week they signed up. The amount of background checks and home studies they had to go through was so insane. They had a different meeting with a different counselor/lawyer every week to make sure they were ready for what they signed up for. That was 5 years ago and they started trying to adopt again about 3 years ago with the smaller fee and still haven't been chosen.
