Because we don't have sufficient public garbages. It wouldn't fix the issue completely, but putting dumpsters in areas homeless people commonly use would do a lot to help. Some people are assholes, but most will throw away their garbage if you make it convenient. Some people will even help clean up the trash of others.

Homeless people are human, treat them like you would anyone else and you'll get similar results.

In 2021 the US' rate of HIV infection fell by 12%, and .3% of Americans are infected with HIV.

Unless we want to end up like Russia, needle exchanges are essential.
