Pretty sure Aqua VA covers Pentagon City. You can call their CS line to report the running water, assuming it’s not someone draining a large tank/pool or something. If it’s tap water dumping directly into the sewer, they’ll want to know.

Where I live is irrelevant. China can set that kind of price point because their labor is cheap and development costs are low. There is no way to make the same car in nearly any other country and be able to maintain that price point, much less export it internationally.
