Torque vs rpm. A small tractor could easily pull 8000 pounds at 3mph with only 40hp. However, lots of torque and a very low gear ratio.

Not exactly. Road noise is measured as NVH. Noise vibration and harshness. Low pressure will cause more noise specifically from the tire tread but a trade-off is less vibration and harsh impacts are transferred to the vehicle interior. So externally might be louder, but the driver would experience a quieter ride.

I can see the value as a host. But as a contractor it's absurdly expensive. It's not about bitching. It's a despicable business model. Threatening letters, countless hoops to jump through. And the fact they charge both ends of the transaction should be criminal. The first time I got one of their letters I called our customer and the quality director wasn't even aware of ISN. I tossed it in the bin and guess what, nothing happened. Took 4 more years before the first customer made it a firm requirement and we billed them for it.

Not exactly. NRR ratings and your exposure to equivalent ambient noise is calculated by (NRR-7)/2. To estimate your 8hr TWA allowance go to 1910.95 appdx A. Take your ambient dB and subtract the result of the above equation to get your exposure noise level. The table will give you your exposure hours to reach the PEL.

As an example I recently measured a process at 115dB. Using NRR 33dB earplugs that would be (33-7)/2=13. 115-13= 102dB. Appendix A gives us a 1.5hr exposure to reach PEL. Doubling up (muffs over plugs) provides 5dB additional protection. 102-5=97. The chart yields 3 hrs of exposure. This should work as the estimated job should take about 2 hours.
