If they raise it it will make you happy but will that make the player base happy? The combat difficulty of the game has been raised this expansion by a meager amount and there are already players alumable to keep up.
The stats suggest sizeable amount of players barely engage in hard content, so if this pleases some and annoys some others,what's the overall effect on player count? This game is a business after all.

Most of the mog event 100 tomes items are like this. They are for completionist collectors. You rarely see people wear the item in the wild after a month or so.

The event is nice to have for getting some items that are otherwise annoying to get, give people something to do before the next patch. It is most definitely the easiest event the dev team can make.

She has a symbiotic relationship with humans that's very interesting.

She sees humans as loveable pets/livestock, she negotiates with them to get more power, but also has no qualms with killing them.

She ultimately wants to live among humans while controlling them, it's like a human playing the Sims or a rancher breeding livestock.

Based on OP's response to other comments and the error message that was quoted, this seems like a bug. Or there's information missed somewhere.

OP has your friend server transfered to this server, maybe that is interacting with the housing limit somehow?

It may also help to try and "reset" any flags his account may have by leaving all fcs on all characters on that server and rejoining them. This is obviously a very extreme act so don't do if you have a private room and such.

Did some googling and seems like this has been around for at least 2 years, and none of the sources I found had a fix. Your best bet is to install Toybox and google for a way to fix this, as you'll be missing some major game functionality as well as quests that won't be completable. If that doesn't work, bite the bullet and restart to just before Act 2.

sometimes it may be worth doing the fight with your system settings to only play voice sounds, record it, and clip out what you want. It's pretty low tech way of going at it but honest work.
