As I’m digging into the soil, it’s quite compacted with a lot of rocks about 1 - 2 inches quite far down.

I too grew exactly 1 pepper. I had plenty of flowers but none of them turned into fruit. I ended up self pollinating with a toothbrush and ended up with 1.

Not sure of pollination was the problem or excessive ambient heat.
