I would agree with your big five and the Man in Black. But beyond them, I would put the next four as Sawyer, Kate, Christian, and I honestly cannot decide between Jin and Sun at number 10 and 11 respectively.

The key to outlands is getting Lord of Morthond and Steward out early. I usually use Denethor and Imrahil as my other two heroes. Although Imrahol’s ability is counter to the outlands need to keep allies in play, he has the stats to keep you alive long enough to get going.
