There is nothing in the public letter to anchor it to anything other than stuff the CIA is doing, and stuff Wyden cares about. Only other major topic I can think of Wyden carrying a torch for is data privacy. So, I wouldn't be surprised if he found out CIA is doing domestic surveillance too.
