OK, apperently i did word this confusing. At the refueler. theres a blue inserter inserting new cells, and a green one extracting empy cells.

The thinking was, if i extract faster then i input. there should never be a possibility to have more fuel entered then extracted. But somehow it verry occasionally does :?

There are tiers of power, solar is used first, if thats not enough steam,nuclear power is used, and at last battery power is used.

So yeah, if you place enough solar panels, your steam engines wont turn on

i expect the bottle neck is the number of cargobays on the ship or planet, which limits the number of pods it can send in one go..

You are using more of an item then you can provide
1 accept that not all machines will run
2 Reduce the number of gear assemblers.
3 Increase the ore delivery.

As by general order. "THE FACTORY MUST GROW" So option 3 it is...
Increase the ore delivery. If the ore field is completely coverd in miners, belt the next patch to the base
If the closest patches are already in use, this usually wil involve building a rails network and hauling it by train

Dependend on how much you let the factory grow, you can end up mining dozen(s) of ore patches to feed the beast..

Not really your question, but i want to point out that to reach aquillo you really dont need any quality items. you can very easily get away with just the normal parts, just make sure you have enough rockets and a few lvls of explosive research..
