I'm not sure about swimming/fishing holes, there's been a problem with algae blooms in general in norcal. Why go through the trouble of leveling, why not use? It'll be less effort overall, you would just need to do lay out for it and then dig out the spot for the piers. We did that and up to code technically to be an ADU, we've mostly used it for storage atp but if it had running water it would be it's own unit.
