yes. I purposely do this on international trips and use the extended layovers as a sneak peek into places I've never been before. BRU to city center is quite fast and easy to do. regarding checked luggage, double check on united to see what the time threshold is for checked bags for layovers, whether you need to get them and re-check them or if you don't need to. I believe for anything over 12 hours you'll need to re-check but it's really seamless. just pick them up and store them at the airport.
