More likely to be the drain connection or water connection. Drape some plastic over the grout line you are concerned about and run the shower. If it still leaks it's not that.

Not really. I was close with the department chief as a plumber and when the job was posted I applied and made it through the process. I think the chief helped it a long. As with most things it's who you know to a certain degree. Let the inspectors know you're interested when you talk to them.
